The wholesale gasoline market is characterized by a high degree of concentration and extremely high barriers to entry, so it's not one where pricing is naturally constrained by the "invisible hand" of the market.<BR/><BR/>In practical terms this has meant that sellers in that market can maximize profits by withholding supply -- and there appears to be evidence that this is going on.
